Aloha Chairperson Kimball,
I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential impacts on our
local economy, particularly the vacation rental industry. This industry is not just a small part of our
island's economy; it contributes over $1.1 billion in economic impact to the Big Island. Given this
significant contribution, it is both surprising and concerning that such a major regulation is being
considered without a comprehensive, independent, and academically rigorous economic impact
study.
During the Leeward Planning Commission meeting, which lasted over eight hours, you agreed to
conduct this crucial study. This acknowledgment highlights the complexity and the potential far-
reaching effects of Bill 121. However, there seems to be insufficient time allocated for a detailed
evaluation of this bill, which is necessary to fully understand its implications.
Therefore, I strongly urge the council to send Bill 121 back with a recommendation to conduct the
necessary study and to re -work its language. It is also imperative that a member of the industry be
included in the discussion when the commission engages in questions and answers. The current lack
of industry representation is a significant concern and a major reason for the public's upset regarding
this bill.
Including industry voices will ensure a more balanced and informed approach to regulating an
industry that is vital to our i��Iand's economy. Let's take the right steps to ensure that any changes
made are beneficial for all stakeholders involved.
