Statement to Hawaii County Council
The proposed bill regulating short-term rentals is too complex and overly restrictive. The measures taken do not
seem fair and balanced, creating significant issues for homeowners.
The economic impact on homeowners due to higher property taxes and proposed fees will be a substantial
financial burden. Many rely on the income from short-term rentals to afford their homes. These increased costs
could make it difficult for homeowners to sustain their properties, leading to financial instability.
Additionally, proposed restrictions on the use of homeowners' properties appear to infringe on property rights.
Homeowners should have the freedom to decide how they use their property, including the ability to rent it out
short-term.
Furthermore, the bill's restrictions on the areas where short-term rentals are allowed cut many properties out of
the rental pool, pushing numerous units into non-conformance. This approach is punitive to responsible
homeowners who manage their rentals without causing disruptions in their neighborhoods.
I believe the Hawaii Council should pause Bill 121 and accept the new proposed resolution.
