REQUEST: Resolution authorizing Department of Research and Development to enter into a multi -year agreement (10 years) with SP County of Hawaii, LLC (SP) to replace the disposed shared use electric vehicle fleet with 8 new electric vehicles. Cost: $100,200 annual B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED The County established its initial leadership role in electrification of transportation in 2013 when it acquired and operated 5 Chevy Volts that was open to be used by all County Departments. The shared use vehicles had a use rate 2 to 4 times greater than single department use. The EVs began failing after —10 years which out lasted the expected 7-year life. Hybrid EV vehicles (gas and battery) all averaged over 55 miles per gallon. The shared use availability allowed other departments to defer purchasing vehicles that would be dedicated to their department. Data collection /analysis will be utilized to guide the further transformation of the County's light duty fleet. This multi -year SP contract is 10 years. The County will be making estimated payments of—$8,357 per month for the vehicles. The payment includes the cost of the vehicle, paint protection/ceramic film, sticker, decal, dealer accessories, license/registration, delivery, maintenance reserve, monthly detailing service, cloud -based telematics asset management. The request is to contract SP for 8 vehicles made up of varying makes and models. The criteria of the vehicles is that the minimum daily range would be 250 mile on a single charge, certified original equipment manufacturer warranty/maintenance work will be performed on island by Hawaii Island residents, and all -wheel drive capable. Acquisition meets requirements set forth in §103D-412 Motor vehicle requirements. (a) The procurement policy for all agencies purchasing or leasing light-, medium-, and heavy-duty motor vehicles shall be to seek vehicles that reduce dependence on petroleum -based fuels that meet the needs of the agency. Priority for selecting vehicles shall be as follows: (1) Zero -emission vehicles, (2) Plug-in hybrid electric vehicles; (3) Alternative fuel vehicles; and (4) Hybrid electric vehicles The vehicles will be available for shared use by all department personnel approved by the Research and Development Director or designate.
