Dear Council Members,
I have just had an opportunity to review the last minute proposed updates to bill 121, and while it seems a step in the right
direction, I would like to request you to vote to pause bill 121 for further vetting and consideration. I am a full time Hawaii
resident and the passage of bill 121 in it's current language would have a terrible impact on my household and that of the
small family owned businesses in my area.
With all of the studies currently available, like the Brewbaker report, Grassroots of Hawaii and Kloninger report, why not
take a step back and give more considration to the losses the comunity will suffer if this bill is passed. There was a recent
study prepared by Kloninger and Sims Consulting. Their estimate for Hawaii Island combined GET and TAT 2023 is
$24,838,420 collected. Does it benefit Hawaii county and its constituents to lose this revenue? Most of this study related
to Maui, but I think it would be valuable for EVERYONE in Hawaii County to understand the impacts of severely restricting
short-term rentals.
Bill 121 is excessively complex and will be very difficult for most mom and pop Island residents to comply with the onerous
rules.
