HomeMy WebLinkAboutCOM 0675.311 2022-2024July 5, 2024 Policy Committee on Planning, Land Use and Development Re: Bill 121 Aloha, Chair Kimball and all the County Council Members: Today I am testifying as an private citizen regarding Bill 121 and the recent amendments put forth by the Council. While I do not believe that regulating short term rentals will result in more housing availability or more affordable housing I do believe that this bill is moving in the right direction. I especially appreciate the change from 180 days to 30 days and changing "affidavit" to declaration in the registration process. I would still like to see some additional changes such as, a clearer definition of "Hosting Platform" for reporting purposes; changes in the definition of "event" and "gathering," and eliminating the requirement for site drawings and floor plans for registration. In addition, I urge the council to approve Council person Kierkiewicz's Resolution 556 to implement a thorough Economic Impact Study. So today, with the additional changes that I and others have suggested, I can give conditional support for Bill 121. It has been encouraging to seethe amendments to the bill recently put forth and to see a willingness by County Council to work with the public. Thank you for your time and efforts.
