Your Committee on Governmental Operations and External Affairs,to which was referred
Resolution No. 549-24,reports as follows:
Resolution No. 549-24,transmitted by Finance Director Diane Nakagawa via Communication
No. 921, dated June 20, 2024, authorizes the Mayor to enter into an agreement with the
Department of the Army pursuant to Hawai`i Revised Statutes Section 46-7, regarding an
Aquatic Ecosystem Restoration Study of Kahalu`u Bay.
This resolution allows for a 50 percent cost sharing agreement to conduct a study to identify and
evaluate alternatives and recommend a solution for aquatic ecosystem restoration of Kahalu`u
Bay.
Hawai`i County Parks and Recreation Director Maurice Messina was present in the Hilo
Chambers to comment on and answer questions about the resolution.
Several members spoke in favor of the resolution.

Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 549-24, and recommends its adoption.
