The vacation rental industry is a significant contributor to the Big Island's economy, with an impact exceeding $1.1 billion. It is, therefore, inappropriate to regulate such a vital industry without first conducting a comprehensive, independent, and academically rigorous economic impact study. During the Leeward Planning Commission meeting, which lasted over eight hours, you agreed to the necessity of this study. This acknowledgment underscores the complexity and the potential impact of this bill on our community and economy. Given the bill's intricacies, a thorough evaluation is essential ensure its implications are fully understood and addressed. Furthermore, the current timeline does not allow for a detailed point -by -point evaluation of Bill 121. It is imperative to send the bill back with a recommendation to conduct the necessary study and re- work its language. Additionally, including a member of the industry at the table during the commission's question and answer sessions is crucial. The absence of industry representation has been a significant concern and is a major reason for the public's dissatisfaction with the bill. In light of these points, I urge you to reconsider the approach to Bill 121 and ensure that any actions taken are in the best interest of Hawaii's residents and its economy.
