I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential impacts on our local
economy, particularly the vacation rental industry. It has come to my attention that this industry
contributes over $1.1 billion to the Big Island's economy. Given this significant contribution, it seems
highly inappropriate to regulate such a vital sector without first conducting a thorough, independent, and
academically rigorous economic impact study.
During the Leeward Planning Commission meeting, which lasted over eight hours, you agreed to the
necessity of conducting this study. This acknowledgment underscores the complexity and potential
ramifications of Bill 121 on our community and economy. Therefore, I strongly urge that the bill be
returned with a recommendation to undertake this critical study and to refine the bill's language
accordingly.
Furthermore, it is imperative that a member of the vacation rental industry be included in discussions
when the commission engages in questions and answers. The current lack of industry representation has
contributed significantly to the public's frustration with this bill. Ensuring their involvement would
provide valuable insights and foster a more balanced and informed legislative process.
In conclusion, I respectfully request that these steps be taken to ensure that any changes to the vacation
rental industry are made with a full understanding of their potential impacts. Our community deserves no
less.
