Bill 121 Urgent Need for Comprehensive Study on Bill 121's Economic Impact

Aloha Chairperson Kimball,
I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential impacts on our
local economy, particularly the vacation rental industry. I find it difficult to understand why you are
fighting against property rights. Vacation rental homes are all over the world and it allows guests to
experience a beautiful place such as our island, This industry is not just a small part of our island's
economy; it contributes over $1.1 billion in economic impact to the Big Island. Given this significant
contribution, it is both surprising and concerning that such a major regulation is being considered
without a comprehensive, independent, and academically rigorous economic impact study.
During the Leeward Planning Commission meeting, which lasted over eight hours, you agreed to
conduct this crucial study. This acknowledgment highlights the complexity and potential impact of
this bill on our community. However, the current timeline does not allow for a thorough point -by -
point evaluation of Bill 121. It is imperative that the bill be sent back with a recommendation to
conduct the necessary study and re -work its language to ensure it accurately reflects the needs and
concerns of all stakeholders involved.
Furthermore, the absence of industry representation during the commission's question and answer
sessions is a significant oversight. Including a member from the vacation rental industry would
provide valuable insights and help address the public's concerns regarding this bill.
Given these points, I strongly urge you to reconsider the current approach to Bill 121. Conducting a
comprehensive study and involving industry representatives in the discussion are critical steps
towards ensuring that any new regulations are fair, effective, and beneficial to all parties involved.
