Hawaii County Council Meeting, July 8, 2024
Dear Council Members,
I am writing to respectfully request that the Council delay action on Bill 121. This request is made in
light of Councilmember Ashley Kierkiewicz's Resolution 556-24, Reference: Comm. 928, which calls
for an Economic Impact Statement (EIS) to ascertain the potential dollar impact on Hawaii County's
economy should Bill 121 be enacted.
The proposed Bill 121 introduces new regulations governing transient accommodation rentals and
hosting platforms. While the intent is to enhance safety and standardization, it also raises significant

concerns about its economic implications. Without a comprehensive EIS, it is challenging to fully
understand the potential repercussions on our local economy, particularly on small businesses and
residents who rely on income from short-term rentals.
An EIS would provide valuable insights into how these regulations might affect various sectors,
including tourism, real estate, and local businesses. It would also help in making informed decisions
that balance regulatory goals with economic sustainability.
I urge the Council to consider the importance of this analysis before moving forward with Bill 121.
Delaying action until the EIS is completed will ensure that any decisions made are based on a
thorough understanding of their economic impact.
