I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential
impact on our beloved Big Island. The vacation rental industry is a significant contributor
to our local economy, providing more than $1.1 billion in economic impact. It is, therefore,
inappropriate to regulate such a vital industry without first conducting a comprehensive,
independent, and academically rigorous economic impact study.
During the Leeward Planning Commission meeting, which lasted over eight hours, you
agreed to conduct this crucial study. This acknowledgment highlights the complexity and
the potential ramifications of Bill 121 on our community and economy. Given the bill's
complexity and the insufficient time for a detailed evaluation, l urge the council to send
the bill back with a recommendation to conduct the necessary study and re -work its
language.
Furthermore, it is imperative to include a member of the industry at the table when the
commission engages in questions and answers. The current lack of industry representation
is a significant concern and a major reason for the public's upset regarding this bill.
Ensuring that all stakeholders have a voice in this process is crucial for a fair and balanced
approach to regulation.
