Aloha Chairperson Kimball,
I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential impacts on our
local economy, particularly the vacation rental industry. It has come to my attention that this industry
contributes over $1.1 billion to the Big Island's economy. Given this significant contribution, it seems
highly inappropriate to regulate such a vital sector without first conducting a comprehensive,
independent, and academically rigorous economic impact study.
During the Leeward Planning Commission meeting, which lasted over eight hours, you agreed to the
necessity of conducting such a study. This acknowledgment highlights the complexity and potential
ramifications of Bill 121 on our community and economy. Therefore, I strongly urge that the bill be
sent back with a recommendation to undertake this crucial study and rework its language accordingly.
Furthermore, the lack of sufficient time for a detailed evaluation of this complex bill underscores the
need for more inclusive discussions. Including a member of the industry in these discussions is
imperative to ensure a well-rounded understanding of the bill's impacts. The current absence of
industry representation is a significant concern and contributes to the public's apprehension towards
this bill.
In light of these points, I respectfully request that the council reconsider the approach to Bill 121,
prioritizing a comprehensive study and more inclusive dialogue. Our community deserves legislation
that is thoroughly vetted and considers the voices of all stakeholders involved.
