I am writing to express my deep concerns regarding Hawaii Bill 121 and its potential impact on our
local economy, particularly the vacation rental industry. It has come to my attention that this industry
contributes more than $1.1 billion in economic impact to the Big Island. Given the significant role it
plays in our community, it seems highly inappropriate to regulate this sector without first conducting
a comprehensive, independent, and academically rigorous economic impact study.
During the Leeward Planning Commission meeting, which lasted over eight hours, you agreed to
conduct such a study. This commitment is crucial and must be upheld to ensure that any regulatory
changes are informed by solid data and analysis.
Furthermore, the complexity and potential ramifications of Bill 121 necessitate a thorough evaluation,
which cannot be achieved under the current time constraints. Therefore, I urge you to send the bill
back with a recommendation to conduct the necessary study and to re -work its language. This
approach will allow for a more informed and balanced discussion on how to best regulate the
vacation rental industry.
Additionally, it is imperative that a member of the industry be included in the commission's
discussions. The lack of industry representation has been a major source of concern and frustration
among the public. Ensuring their participation would provide valuable insights and help bridge the
gap between regulators and the industry.
