Aloha Chairperson Kimball,
1 am reaching out to express my grave concerns regarding the implications of Billt.1;21, ' "
particularly the section that mandates homeowners to reside in specific areas of their
property. This bill, if passed, will have a profound impact on a wide range of residents,
including retirees, young couples, and others who depend on the supplemental income
generated from renting out parts of their homes. By enforcing such stringent
requirements, we are not only jeopardizing the financial stability of these individuals but
also risking their ability to remain in their homes without resorting to public assistance.
The notion that this bill will contribute to the availability of affordable housing is, in my
opinion, misguided. Instead, it is more likely to displace established locals who have been
contributing to the community for years. The requirement for homeowners to live in
certain areas of their property is an unnecessary overreach that fails to consider the
diverse circumstances of property owners across the island.
I urge you to reconsider the provisions of Bill 121 that dictate homeowner residency
requirements. It is essential to explore alternative solutions that do not infringe upon the
rights of homeowners or exacerbate the housing crisis by forcing more of our kama'aina
into financial distress.
Please consider the voices of those who will be most affected by this bill and work towards
a resolution that supports the well-being of all Hawai'i County residents.
