am writing to express my deep concerns regarding Hawaii Bill 121 and its potential
impacts on our local economy, particularly the vacation rental industry. It has come to my
attention that this industry contributes over $1.1 billion to the Big Island's economy. Given
the significant role it plays, I find it alarming that there are plans to regulate this industry
without first conducting a thorough, independent, and academically rigorous economic
impact study.
During the Leeward Planning Commission meeting, which lasted over eight hours, you
agreed to conduct such a study. This commitment is a step in the right direction, but it is
crucial that this promise is upheld. The complexity and potential ramifications of Bill 121
demand a comprehensive evaluation, which cannot be rushed or overlooked.
Furthermore, the current process for evaluating this bill does not allow for adequate time
to address its complexities in detail. It is imperative that the bill -be sent back with a
recommendation to conduct the necessary study and to rework its language to ensure it
accurately reflects the needs and concerns of all stakeholders involved.
Additionally, I strongly advocate for the inclusion of a member from the vacation rental
industry in the commission's discussions. Their absence has been a significant oversight
and is a major factor contributing to the public's dissatisfaction with the bill. Having
industry representation will ensure a more balanced and informed approach to any
changes proposed.
