As I previously testified, the County Charter does not require a follow-up status report on COGC
recommendations. The pending Council Bill 168 would make adjustments to the timing of the
COGC process, but does not address the lack of accountability, A proposal was made during the
first hearing. ..widely supported by former COGC commissioners and several County Council
members ... to add a simple one line addition: "A County status report on COGC recommendations
shall be prepared and submitted to Council within seven months after the COGC final report is
submitted"
Unfortunately, after two hearings, the bill hasn't been so modified as this addition would
"complicate" the bill, Instead, the Council wants to consider a Code change. When will this be
done, if ever. If the Code isn't amended immediately after this Charter amendment is voted on,
there will be new Council members who won't put this high on their list apparently in favor of some
sort of Code change instead. The only way to ensure this revision is made is to include it now in
Bill 168. Meanwhile, now going on some 20 months after the 2022 COGC report,, no update on
actions taken by the County, if any, has still to be voluntarily prepared for Council and public
review, which further substantiates the need for a follow-up.
Please reconsider this adjustment, or at the very least, make and schedule a firm commitment now
to revise the County Code.
