Subject: Oppose Bill 169, Kona Three LLC
• This project is opposed by the Cultural Resources Commission,who recommended this land be
preserved in perpetuity.
• Other major developments in this area -over 750 multi-family units, including workforce housing-
have already been approved in the immediate area.
• This project allows purchases to be used as Short Term Vacation Rentals(STVRs), but provides
no mechanism regarding pricing or qualification to assure that"missing middle" or"workforce
housing" locals would be the ones able to buy or rent.
• Development is in a floodplain,with the applicant providing no mitigation for those living makai.
• The supportive testimony heard was almost exclusively given by those who already have or who
will make money off this application.
• Testimony has been given regarding habitat loss, ongoing water shortages, drought, and now has
been added to HECO's power shut-off wildfire area.
