Please DO NOT PASS this Bill at all. Definitely do not pass it on First Reading, especially in light of the last
Council Committee vote split 5 AGAINST 4 in favor. I could not find any of your reasons for supporting
this bill. This is a development in District 7.You have not deferred to your colleagues in Districts 7 and 8 .
You must have very explicit reasons for settling on a different opinion from your districts on the other side
of our island.These are some of your comments and questions from the JUN 18, meeting:
• Council Member Lee Loy- (we need housing. affordable housing in addition to wealthy
developments)
• Council Member Kierkewicz-(asked about developer's intention to develop or sell and expressed
sympathy with their costs and drawn out timeline.)
• Council Member Kaneali`i-Kleinfelder- (asked about surviving historic resources on the
parcel. Also, asked about original zoning as`unplanned` (all`unplanned` in 2002 changed to Ag-5
acre). If not extended,the zoning will be in limbo (TBD original or go through process for more
appropriate zoning).
• Council Member Galimba -(asked about the affordable housing commitments.This project is
required to build only 22 units and up to 67 affordable units (out of 450 total)).
STOP. GRANTING EXTENSIONS creates uncertainty(how long will it really take to get the housing,
services and infrastructure). Extensions are bad for the developers AND for the community.
AFFORDABLE HOUSING?! This project is only required to build 22 affordable units (and up to 67 if all
450 units are built). That will be 383 WEALTHY units that are NOT needed. But wait,
• Those affordable units can be re-sold into market rates (not retained as`affordable` in perpetuity)
• Some of the 67 `affordable units can be built elsewhere within 15 miles (or not at all)
• Will there be a park,trails, park&ride, school lot, mini-grocery store included? Our affordable
housing deserves all the amenities and services within walking distance as every neighborhood
deserves to be a thriving enjoyable place to live.
OPPORTUNITY COSTS are too permanent and too destructive for our Kailua-Kona full time residents.
• DESTROYING the 2 riparian streams that run through this tract. If channelized The harm to the
reef(accelerated flow w no infiltration) and it obliteration as rare natural landscape,
environmental and historical/cultural place will be costly and egregious.
• INFRASTRUCTURE concurrency-we have had power outages in this area TWICE in the past
week.We are under a water restriction, Our sewage treatment plant is decrepit. How is this OK?!
