Aloha Council Members,
This testimony is in opposition of Bill 169, Draft 2. There are multiple reasons this project by�Kona Three
LLC should be denied.
• Speaking from a first responder/firefighter/ paramedic standpoint,this two lane highway that
accesses the proposed development area is already severely congested on weekday mornings
and afternoons.This slows response times and in the end,the transport times to the one hospital
we have in Kona.
• The developer proposes to connect to the Kealakehe Wastewater Treatment Plant. It is well
known that this WWTP is already operating illegally by its dumping of partially treated waste into a
lava tube that flows into the ocean. Until this is addressed and this WWTP operates at the
required standard,we should not be adding anymore to the system.
• There are multiple and significant archaeological sites and burials on these parcels.We cannot
continue to agree that developers' plans to take care of these sites are sufficient....they are not.
• Yes, the lack of housing is an issue that is continually being addressed; but this location is not
appropriate for this development.
