Those in support of this draft need to understand the weight of this land, its impact on Kona, and its long-
standing generational concerns. How do we ignore the kilo and experience of our experts and residents to
accommodate offshore investors who want to fulfill their development and disregard what it means to
change water behavior and have a negative cultural impact?
I Oppose Bill 169, Draft 2 because this TMK was never fit for housing development. It doesn't
provide affordable housing. It's not solid in writing, and there is no $ tag on what affordable looks like.
Please consider the PONC acquisition route to take the Cultural Commission's recommendation to preserve
this land instead. All the other concerns listed in the June 18th hearing are valid concerns that I support
and should be considered as solid reasons to oppose this project. Cultural, environmental, traffic, no
evacuation routes, schools are at max capacity, and water diversion and electricity issues should be
addressed.
Just because someone can afford to buy the land and set to develop it, it doesn't mean they should,
especially within a FEMA flood zone, creating a more significant catastrophic impact for the surrounding
area around and below this property.

We've experienced a series of failed tsunami evacuations on Ali'i Drive. Cars were at a standstill,
and residents/vacationers were trapped in their driveways. The police officers told people to run for the
hills. Soon after, the Police Chief in 2007 (?) declared Kona a NO BUILD ZONE until the County could
address a proper evacuation route, capacity study, and more. However, Zendo passed all permits for
those developers on Ali'i Drive. The contested hearing case that stopped these developers from complying
was disregarded altogether. I believe Auntie Simmy McMichaels led this with the Police Chef at the time.

Please protect the lands surrounding this area. Floods are more frequent, and illegal grubbing and grating
are common among developers and new homeowners unfamiliar with this environment.
