I Hiram Rivera, lifelong resident in Kona I am in support of Bill 169 Affordable Project. My L,-/ --
understanding is Kona Three LLC is seeking a time extension of 10 years to complete this affordable
component of Kona Vistas Subdivision.
There has been numerous opposition and observation on why this project should not move forward.
Such as Fooding, Wastewater, Traffic, Infrastructure and Archeological concerns etc. Also,
developers who "sold Kona down the road" But keep in mind that all the homes in that area is there
because of a developer. What is not there is the affordable component.
In order to answer all the concerns that I mentioned we must allow the project to move forward and
allow each respective agency to do their jobs. Planning Department, Wastewater divisions,
Engineering, FEMA, State DOT, State Historical Preservation and others. Once each agency makes
their determination then the developer can decide if this project can be built or not.
I have not heard of any alternative discussions of where these units can be built using its current
entitlements. I have not heard of how The Vistas will comply with its affordable mandate or does it
just go away with a negative action by this council.
Today you hold in your hands the power to represent all segments of our community through public
hearing and testimony. You all must consider those who are not here such as people who moved
away because they cannot afford rent. People who were renting and now are homeless. People who
are intimidated by open meetings. People who live in your district and count on you to represent
them. I urge you all that affordable is needed in every district. Don't let this project slip away.
Lastly, you all represent your respective districts. So, you must know of a family member, a friend or
just people in need of housing or affordable rentals. So, think of them when you vote because if you
know them, they have probably voted for you.
