Re: Resolution 556-24
Aloha, Chair Evans, Vice Chair Lee Loy, members of the GOEA Committee and all other Council members.
Thank you for the opportunity to submit opinions regarding this proposed Resolution 556-24. 1 am
submitting testimony in support of Resolution 556-24 to authorize the Department of Research and
Development to procure a comprehensive study on the economic and fiscal impacts of the transient
accommodation rental industry in Hawai'I County.
The public has long been asking for such a study and with new regulations being proposed on transit
accommodations rentals the public and the many local residents who have these rentals deserve to
know what the real, actual impacts are.
While 1 do not believe that regulating or limiting transit accommodations will produce more long term
housing, affordable housing or attainable housing I would still like to know the facts of this industry that
tourists prefer and that also brings so much needed income into our general economy and our State and
County coffers.
Although the Council appears to be moving forward with Bill 121 and purportedly does not want to delay
it by implementing an EIS, the Economic Impact Study can still be approved and can move along
simultaneously with the regulations on transit accommodations rentals. In fact, the registering of TARS
may well assist in an EIS as there will be more data available.
For these reasons I support passing Resolution 556-24. 1 urge the GOEA Committee and the rest of the
Council members to hear your constituents and acknowledge that there is overwhelming support for this
measure.
