Re: Amend Resolution 550-24
Please see below proposed amendments to Resolution No. 550-24, to include an
additional multi -year agreement for 3-years with Hawaiian Telcom, Inc. for the Police
Department's share of costs for communication services at the same locations and to
remove reference to HRS Section 46-7. The Fire and Police Departments will have
separate agreements for the same facilities based on their specific needs. The cost for
both agreements is anticipated to be $622,000 per year ($200,000 per year for Fire and
$422,000 per year for Police). The proposed amendments are shown in Ramseyer format
with respect to the contents of Resolution No. 550-24, material to be deleted is bracketed
and stricken through, material to be added is underscored.
The title is amended to read as follows:
"RESOLUTION AUTHORIZING THE MAYOR TO ENTER INTO [A]
MULTI -YEAR [AGREEM 'I AGREEMENTS WITH HAWAIIAN TELCOM,
INC., REGARDING COMMUNICATION SERVICES FOR A NEW
EMERGENCY COMMUNICATIONS CENTER IN HILO"
2. The first WHEREAS clause is amended to read as follows:
"WHEREAS, the County of Hawaii [Fire Dopar-t., et4j desires to enter into
[a] multi -year [ag-reenieftt] agreements for three (3) years with Hawaiian Telcom, Inc. for
communication services at a new emergency communications center located at 540
Kupuna Place, Hilo, HI 96720 and a backup location at the Hawaii Police Department
located at 349 Kapi`olani Street, Hilo; and,"

3. The third WHEREAS clause is amended to read as follows:
"WHEREAS, Section 10-11 of the County Charter requires that any contract,
lease or other obligation requiring payment of funds from the appropriations of a later
fiscal year or of more than one fiscal year be approved by resolution; [and] now,
therefore,"
4. The fourth WHEREAS clause is amended to read as follows:

The BE IT RESOLVED clause is amended to read as follows:
`BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF
HAWAI`I:
1. In accordance with [ ' `' Revised Statutes and seetioa]
Section 10-11 of the County Charter, the Mayor of the County of Hawaii is
authorized to execute, on behalf of the County, [ ] ay, r eeiients,

Enter into a three year service agreement for emergency communication lines with Hawaiian Telcom, Inc for
a new Emergency Communications Center located at 540 Kupuna Place, Hilo, HI 96720, and a backup
location at the Hawaii Police Department, 349 Kapiolani Street, Hilo, HI 96720.
B. BACKGROUND AND JUSTIFICATION USE ADDITIONAL SHEETS AS NEEDED):
To enhance emergency communications in County of Hawaii, we are establishing a new facility at 540
Kupuna Place in Hilo. This facility will support both Hawaii Police Department and Hawaii Fire Department,
improving coordination and response during emergencies.
Estimated cost: $422,000.00
Justification for a 3-Year Agreement with Hawaiian Telcom, Inc.:
Ensures continuous, uninterrupted communication services, crucial for emergency operations.
Provides access to the latest telecommunication technology, essential for effective emergency management.
Offers financial stability with fixed rates and potential discounts.
Fosters a strong relationship with tailored solutions and proactive support.
The three-year agreement with Hawaiian Telcom, Inc. is vital for reliable, advanced, and cost-effective
