RESOLUTION NO. 567 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GRASSROOTS
COMMUNITY DEVELOPMENT GROUP FOR EXPENSES RELATING TO THE 10TH
ANNUAL HAWAII ISLAND ALL NATIONS POWWOW.
WHEREAS, Grassroots Community Development Group (GCDG) is a 501(c)(3)
nonprofit organization whose mission is to support diverse grassroots projects focusing on health
and wellness, cultural preservation, and family well-being; and
WHEREAS, GCDG along with Hawai`i Island All Nations Powwow is hosting the
10th annual Hawai`i Island All Nations Powwow, an intercultural experience scheduled for
Saturday, Sept. 14 and Sunday, Sept. 15, 2024, at the Puna Hongwanji in Kea'au; and
WHEREAS, a powwow is a sacred and significant gathering of Native American tribes
and nations, symbolizing a celebration of life and an opportunity to pay homage to the host
culture of the islands; and
WHEREAS, GCDG is requesting funds to cover facility fees, insurance fees,
administration fees, and rental of tables, chairs, and tents; and
WHEREAS, the Department of Liquor Control supports drug-free and alcohol-free
events that enrich the lives of community members; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code,
Contingency Relief funds shall be transferred to an accepting County department/agency via
resolution identifying the nonprofit organization and the specific program, project, event,
activity, service, equipment, materials, or supplies for which the grant shall be used; now,
therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAII that
Contingency Relief funds from Council District 4 will be appropriated to the Department of
Liquor Control to provide a grant to Grassroots Community Development Group for the 10th
Annual Hawai`i Island All Nations Powwow.
BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
