This communication provides information requested by Council on June 18, 2024, regarding
collection of parking fees for County facilities in Hilo and West Hawaii.
Parkin_y, Meters
• Hawaii County Building - Aupuni Street
o 50 metered stalls total
o 10 metered stalls are out of service
o 2 metered stalls are used for EV charging
o 38 metered stalls generating revenue
• Aupuni Center - Aupuni Street, Pauahi Street, Kilauea Avenue
o 38 metered stalls total
o 3 metered stalls out of service
o 35 metered stalls generating revenue
• Post Office — Downtown Hilo
o 30 metered stalls total
o 9 metered stalls out of service
o 21 metered stalls generating revenue
• There are no change machines to get coins for meters; this was looked at in the past,
however there is no convenient vandalism -safe location
• Annual Parking Meter Revenue averages — $11,000
• Annual Parking Tickets written —240 (20 per month)

• Parking Ticket fine is $35; all Parking Ticket payments go directly to the State
• Cost to replace a broken/stolen/inoperative parking meter is — $500
• Cost to remove all 88 parking meters/posts from County Building and Aupuni Center

• Smart Parking Meter Station installation costs — $30,000 per location
• WHCC has 167 parking stalls for visitors, including 11 reserved parking handicapped
stalls
• There is no metered parking in West Hawaii Civic Center; 2-hour limit posted but not
enforced
• One full-time parking enforcement officer — located in Hilo
Employee Parking
• Hawaii County Building
0 124 employee parking stalls, of which 44 are designated (appointed)
a Costs are $10 per month employee; $15 per month appointed
• Aupuni Center
o 289 employee parking stalls, of which 59 are designated (appointed)
o Costs are $10 per month employee; $15 per month appointed
• West Hawaii Civic Center
0 190 employee parking stalls
o Costs are $15.00 per month Level 1; $10 per month Level 2; $7.50 per month
