Chairman and Members of the Council, Thank you for giving me the opportunity to submit this written testimony in support of k.api'olani Child Proteclion Centers Brent request. At'est Hawaii Counseling and Supportive Li~~uig Prolect. This project is primarily' funded by a Federal Title IV-$ Subpart? Fznmily Presen~ation and Support Crrant. Matching funds are required of lire scmice provider. Cocnt}~ funds ti~tll be used to achieve the needed matcl?. The grant wrill he spent on basic operating expeuses necessar}' to support the nro~Zrarn- These expenses include rent, sapplies, mileage, and bookkeeping, insurance, audit and legal expenses. Our request also includes fiords to purchase new computers for staff to replace broken or outdates s~ atoms The west Hawaii Counseling and Supportive Living Project is guided by a hegional Planning Committee. The RPC is comprised of representatives froth most of r}ir agencies who deliver sen~ices to families at risk of chill abuse/neglect in Brest Hawaii as ~i~ell as concerned individuals from Cha public at large. Hawaii Ccunty Cowcll Testmiony Public Hearing March 2a_ 2000 The target group for this project induces all families in R%est Ha~.~aii who are et risk for child abuse or neglect. A special focus is given to families where substance abuse has been identified as a major risk factor (approximately 70°% of families servedl. Feferrals are recci~~ed from CPS, other agencies or professionals in the community; the courts. the schools and self-referral ~b'e provide services throughout all of West Ha~,~aii. from Kan through Vorth Kohala. Services provided include all t,-pas of eotmseling, available for caregivers and children. Other sen~ices include assistance with Supportive Living at Bridge House, pareuLng classes, tife skill building, medical needs assessment and medics'. care coordination, outreach and support to t1:e family home, anger management classes and counseling, substance abuse recoven~ suppoi~. acid intensi~.e else management and sen~`ce coordination, The Project requires dose coordina~non std collaboration between Kapi'olani Child Protection Center acid other agencies or providers who may also work with the famiiq. To ensure that we do not duplicate sen~ices of other providers, we practice joint service planning. We also have developed 1vlemorandums of AgreemEnt and,~or pa~~ment contracts ~rnUt other agencies and providers. KCPC staff proeides some or all of the services delivered to families, Other agencies or providers. such as fridge 13ouse, Famih~ Support Services, ATV. ,ACCESS, etc. are paid by the Project to pm«de. needed services. ~n~hile KCPC staff provide case management. Since October 1997, 307 families have been referred to the Project. Two hundred fift}• seven of these cases hay°e been closed. Of these, only 6, ur 2.3% have had a ?ew report of chid abase/neglect since t3rst closure. Thirty families ham e been re-refetred after first closure, either because the}° need additional help. or because the~~ had earlier dropped out or refused sen-ice. Of these, 20 cases hate been re-closed, with only 1, or f° o having a new report of child sbuse;nedleet since the second closure- The families sen ed i:rvolve sis hundred and sixty children. titre helier-e our statistics support the conclusion that these children , re now at lo~~~er risk of abase/neglect because of the help Cte families rceived through the Project. The Ha~r~ati County grants that we have received m the past ha.e provided essenEal suppon for the Project- We hope that this support ~i i11 continue through a grant a«-ard for this nest ycar.
