A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND LIONS
FOUNDATION TO SUPPORT THE 2024 DOWNTOWN HILO CHRISTMAS LIGHTS PARADE.
WHEREAS, the Big Island Lions Foundation (BILF) is a 501(c)(3) nonprofit organization comprised of four East Hawai‘i Lions Clubs whose mission is to improve health and well-being, strengthen
communities, support those in need through humanitarian services and grants that impact lives globally, and encourage peace and international understanding; and
WHEREAS, the annual Downtown Hilo Christmas Lights Parade brings members of the community together to express their gratitude, sense of joy, and appreciation during the holiday season;
and
WHEREAS, BILF is working in conjunction with the volunteer parade committee to successfully organize and facilitate this landmark community event being held on Saturday, November 30,
2024, at 6:00 p.m.; and
WHEREAS, BILF is requesting funding assistance to help cover necessary expenses relating to special-duty police officers and private security for the 2024 Downtown Hilo Christmas Lights
Parade; and
WHEREAS, the Department of Liquor Control supports organizations that promote family-friendly events and activities in a drug-free and alcohol-free environment; and
WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawai‘i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying
the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI‘I that Contingency Relief funds from Council District 1 will be appropriated to the Department of Liquor Control to provide a grant
to the Big Island Lions Foundation to support the 2024 Downtown Hilo Christmas Lights Parade.
BE IT FURTHER RESOLVED that the Council of the County of Hawai‘i hereby transfers/appropriates the following amount as set forth below:

authorized to make the necessary transfers in accordance with the terms of this resolution.
