Takahashi dated February 18, 2000, submitted in compliance with Chapter 2, Article 25 of the Hawaii County Code, I am transmitting the funding recommendations of your Human Services Nonprofit Grant Review Committee for FY 2000-O1. The committee, composed of myself and three legislative auditor assistants, reviewed all the applications from qualifying non-profit organizations and prepared written summaries of grant submittals for the Council's review. The committee conducted publicly noticed site visits to applicant agencies during the four days of March 13-16, 2000. Council members Bobby Jean Leithead-Todd, Nancy Pisicchio and Dominic Yagong joined in some of the site visits, while Councilwoman Julie Jacobson accompanied the committee throughout the site visit itinerary. Agency personnel were interviewed to help us assess their program mission(s), changing circumstances, client needs and budget requests. Special meetings of the Committee on Human Services and Economic Development were held in Hilo and Kona on March 23-24, 2000 to hear presentations from the applicant agencies and to allow questions from Council members. Your committee received applications totaling $1,325,431, well in excess of the county's annual $900,000 appropriation. Your committee is pleased to apportion its funding recommendations to substantially sustain funding for critical human services supplied by abroad spectrum of providers throughout the County of Hawaii. In addition to maintaining funding support for programs funded in FY1999-2000, your committee recommends funding for three new programs: Big Island Mediation serving West Hawaii; a Goodwill Industries skills building program for developmentally disabled adults in Hilo; and YWCA Ekahi, a youth center located in Honokaa. We note that Big Island Mediation, dba West Hawaii Mediation Services, received county grant appropriations in prior years. Comm. No. 6(07 • ~Ci(1 I31e No._ [~I Ref. We have sought to reasonably maintain historical support for programs funded in FY 1999-2000. In addition, after review and on-site assessment of a broad range of social problems, program needs and budgetary resources, we have recommended some modest funding increases for certain agencies. These recommendations result from our overall assessment of some alarming social indicators and needs for critical services. These include rising substance abuse, HIV/AIDS education for at-risk youth, services for children who are victims of sexual assault, homeless shelters, hospice operations island-wide, and support for the deployment of another medical/dental van for uninsured residents in rural areas. With scant county resources to satisfy all funding requests, your committee tailored its recommendations to address needs for critically worthwhile services, while taking into account the overall financial resources of the various applicants. Attached are the funding recommendations for FY2000-01. I thank you and my Fellow Council members for your thoughtful and favorable consideration of these recommendations.
