Galimba, Member STATEMENTS The Chair directed the Committee to proceed to the next order of business, FROM THE Statements from the Public on Agenda Items. PUBLIC ON AGENDA ITEMS: (There were none.) COMMUNI- The Chair directed the Committee to proceed to the next order of business, CATIONS: Communications. Comm. 322.4: QUARTERLY AFFORDABLE HOUSING REPORT: JANUARY 1 --- MARCH 31, 2024 From Housing Administrator Susan K. Kunz, dated May 31, 2024, transmitting the above report pursuant to Section I 1-19 of the Hawaii County Code. Motion to Close File: Ms. Lee Loy moved to close file on Comm. 322.4. Seconded by Mr. hiaba. CHR. VILLEGAS: At this time, I will go ahead and invite Administrator Kunz. Good morning, Administrator Kunz. CRCOC-30 July 9, 2024 (Note: At this time, Housing Administrator Susan Kunz came forward to address the members of the Committee.) MS. KUNZ: Good morning. My name is Susan Kunz, I'm with the Office of Housing and I am here to answer any questions that you might have about the quarterly report that we just submitted. CHR. VILLEGAS: Would you mind going through and sharing with us what's in the report and if there are any major changes we should be — MS. KUNZ: Sure. So, during this period, so this is from January I" through March 31 ", it's covering that period. We are reporting that there are 10 four -unit sales developed and sold. So, that was done by HICDC (Hawai`i Island Community Development Corporation), it's a self-help project out in `Ainaloa. We also added to this report 24 rental units constructed and being rented. That is being done by the DHHL (Department of Hawaiian Home Lands) La`i`Opua Village 4, Phase 2. There were no other changes made to that section of the report. In Exhibit 1, there is a change for the listing for Bridge Aina Lea. You see 47 outstanding excess credit balance. Hold on just a minute, I'm reading some notes here. So, this number was added after assessment of the files for this project and determined that these credits are being recognized as bonus credits and not excess credits. So, bonus credits meaning that they were awarded prior to the formation of Chapter 11 through an ordinance by the County Council. There are no changes to Exhibit 2. If you remember, I'm reporting that there are additional units that we're adding to being completed. We didn't add the self- help houses because they're not rental, so we didn't add them to Exhibit 2. So, therefore, there's no changes to that report. There are no other changes for the rest of the listing. CHR. VILLEGAS: Thank you, Administrator Kunz, At this time, Council Member Inaba. MR. INABA: Thank you. Good horning, Administrator, MS. KUNZ: Good morning. MR. INABA: .lust wanting to confirm, so the 47 credits were already provided for and listed in the previous report. You folks are just notating now that they're considered bonus rather than normal excess credits? MS. KUNZ: Yes. Exactly. Page 2 CRCOC-30 July 9, 2024 MR. INABA: Okay. Got it, Then, could you point us again, to the HICDC— MS. KUNZ: So, on the first page of the memo, item number 3 is where we report to you for sale units developed and sold during this period. So, you'll see 10 units there. MR. INABA: Perfect. Okay, thank you so much. MS. KUNZ: You're welcome. MR. INABA: I think this is super helpful to help us all keep a pulse on where we are with affordable housing. So, thank you. MS. KUNZ: Thank you. MR. INABA: Chair, I yield. CHR. VILLEGAS: Any other questions? In that case, I just have one question. Is this Bridge Aina Lea project the one that was involved in the affordable housing credit scandal? MS. KUNZ: No. CHR. VILLEGAS: Great. Thank you. MS. KUNZ: You're welcome. CHR. VILLEGAS: Thank you for clarifying.
