Re: Agreement with the State of Hawaii Airport Rescue Firefighting Unit(ARFF)
Enclosed is a resolution to enter into a Memorandum of Agreement with the State of
• Hawai`i Airport Rescue Firefighting Unit to facilitate joint recruit classes between the
. Hawai`i Fire Department and State ARFF and clarify the roles of each entity to address
firefighter recruit training.

A. REQUEST:
Flawail Fire Department requests approval to enter a Memorandum of Agreement between the County and the
State to allow the State Airport Rescue Firefighting Unit(ARFF)to attend classes and/or use it training
facilities,
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This agreement will facilitate joint recruit classes between the Hawai'i Fire Department and State ARFF. The document
clarifies the roles of each entity to address firefighter recruit training Responsibilities of both agencies must be clear to
maintain this mutually beneficial partnership.
This agreement aligns with the"MOA Mutual Assistance for Fire Suppression"between the County and the State,
which permits the County to allow the State Airports Rescue Firefighting Unit to attend classes and/or use its training
facilities. •
Both parties have met and discussed that the County firefighter recruit training program is designed specifically for the
County, in association with the State.
1. The County will deliver the Recruit Training Program in accordance with State ProB.oard Certification,to include
Aircraft Rescue Firefighting.
2 State firefighter recruits are required to have medical clearance in accordance with the INFFPA Standard 1582,
3. State firefighter recruits are required to acquire necessary certifications,documents,and records to participate in
class. This includes pulmonary, medical,and immunizatibn records to attend and complete firefighting and Emergency
Medical Technician training.
4. Duration of the entire recruit training program is 52 weeks.
5. State firefighter recruits will be taught and tested on firefighting techniques and tasks required of a County firefighter
recruit
6. The State will issue State firefighter recruits NFPA 1971 compliant personal protective equipment,other relevant
required equipment,and required training manuals.
7. State firefighter recruits shall be treated no differently than County firefighter recruits,to include conduct,
performance, and participation.
8. State firefighter recruits will be subject to random drug and alcohol testing in accordance with the current BU 11
MOA.
9, The State shall be responsible for damage or injury caused by the State's officers,agents,and/or employees

11, This MOA shall be effective May 1,2Q24 until superseded
12. Both parties,shall remain committed to discuss and resolve issues as they arise.
13. State firefighters operating as instructors will adhere to all County standards,and notify the proper Chain of
command for both the County and State. This includes the need to attend meetings,required1raining-,.recertifications,
etc.
14. State Recruit Training Officers may be allowed to operate County vehicles by obtaining a temporary,one-year
Type 1 HFD Driver Certificate of Competency.
