Enclosed is a resolution to enter into an agreement with the State of Hawaii Department
of Labor and Industrial Relations in order to receive their Workforce Innovation and
Opportunity Act (WIOA) grant.
Also enclosed is a bill for an ordinance amending the Operating Budget by appropriating
$2,100,000 into the Department of Research and Development's Workforce Innovation
and Opportunity Act (WIOA) program accounts. This appropriation reflects funding
allocations received from the Department of Labor and Industrial Relations for the
Program Year (PY) 2024.
The Department of Research and Development indicates that the funds will be utilized to
assist adults, dislocated workers and youth by providing services that will train
individuals to increase employment, retention, earnings, skills and literacy.

Requesting a bill to amend Ordinance No. 24-32 to appropriate $ 2,100,000.00 for Workforce Innovation & Opportunity Act (WIOA)
funds to fund the following activities.
065.3309.23 Federal Grants - Workforce Innovation and Opportunity Act $ 2,100,000.00
065. WIOA - Administrative/Planning 2024-25 $ 200,000.00
065. WIOA - Adult Program 2024-25 $ 800,000.00
065. WIOA - Dislocated Worker Program 2024-25 $ 350,000.00
065. WOA - Youth Program 2024-25 $ 750,000.00
Also requesting a resolution to authorize the Mayor of the County of Hawai'i to execute and submit all agreements and other related
documents to the State of Hawaii Department of Labor and Industrial Relations Workforce Development Council for the Workforce
Innovation and Opportunity Act Program.
B. BACKGROUND AND JUSTIFICATION (USE ADDITIONAL SHEETS AS NEEDED):
This appropriation reflects anticipating funding allocations by the State Department of Labor and Industrial Relations for the Program
Year (PY) 2024 WIOA Program. These funds will be utilized to assist adults, dislocated workers, and youth by providing services that
will train individuals to increase employment, retention, earnings, skills, and literacy and thereby improving the quality of the
Adults/Dislocated Workers and Youth, reducing welfare redundancy, and enhancing the productivity and competitiveness of the local
economy.
Research & Development (R&D) emphasizes that no County General Funds are involved in these transactions. The ordinance merely
sets up the proper accounts to receive and expend the WIOA Program funds.
