�MtV OF it <br />COUNTY OF HAWAIJ STATE OF HAWAIJ <br />ATE OF <br />RESOLUTION NO. 58,*Z,' 24 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF <br />FIRST RESPONDERS FOR EXPENSES RELATING TO THE ROBUST CONFERENCE <br />2024 FOR FIRST RESPONDERS AND THEIR FAMILIES. <br />WHEREAS, the Friends of First Responders (FOFR) is a 5 01 (c)(3) nonprofit <br />organization whose purpose is to support the health and wellness of first responders and their <br />families; and <br />WHEREAS, the FOFR works in collaboration with Hawaii Island's first responder <br />agencies, which include police, fire, emergency medical services, corrections, sheriffs, park <br />rangers, and civil defense; and <br />WHEREAS, the Pain Behind the Badge is an organization that provides seminars and <br />resources to help improve the lives and well-being of first responders and their families, and is <br />partnering with the FOFR to coordinate ROBUST (Resilient, Observant, Balanced, <br />Understanding, Supportive, Teamwork), a multi -agency training conference to promote the <br />mental, physical, spiritual, and emotional well-being of first responders and their families; and <br />WHEREAS, the ROBUST Conference 2024 will be held on September 20-22, 2024, in <br />Waikoloa and will include specialized topics that will address depression, post -traumatic stress <br />disorder, cumulative stress, progression of stress, perception protection, spousal and family <br />involvement, officer -involved domestic violence, stress and women in law enforcement, and <br />suicide prevention; and <br />WHEREAS, the FOFR is requesting funds to help pay for the rental of the facility room <br />to host the ROBUST Conference 2024; and <br />WHEREAS, one of the goals of the Police Department is to provide support for first <br />responders; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, activity, <br />service, equipment, materials, or supplies for which the grant shall be used; now, therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIJ that <br />Contingency Relief funds from Council District 5 will be appropriated to the Police Department <br />to provide a grant to the Friends of First Responders for expenses relating to the ROBUST <br />Conference 2024 for first responders and their families. <br />
