HomeMy WebLinkAboutRES 582 Draft 01 2022-2024�MtV OF it COUNTY OF HAWAIJ STATE OF HAWAIJ ATE OF RESOLUTION NO. 58,*Z,' 24 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE FRIENDS OF FIRST RESPONDERS FOR EXPENSES RELATING TO THE ROBUST CONFERENCE 2024 FOR FIRST RESPONDERS AND THEIR FAMILIES. WHEREAS, the Friends of First Responders (FOFR) is a 5 01 (c)(3) nonprofit organization whose purpose is to support the health and wellness of first responders and their families; and WHEREAS, the FOFR works in collaboration with Hawaii Island's first responder agencies, which include police, fire, emergency medical services, corrections, sheriffs, park rangers, and civil defense; and WHEREAS, the Pain Behind the Badge is an organization that provides seminars and resources to help improve the lives and well-being of first responders and their families, and is partnering with the FOFR to coordinate ROBUST (Resilient, Observant, Balanced, Understanding, Supportive, Teamwork), a multi -agency training conference to promote the mental, physical, spiritual, and emotional well-being of first responders and their families; and WHEREAS, the ROBUST Conference 2024 will be held on September 20-22, 2024, in Waikoloa and will include specialized topics that will address depression, post -traumatic stress disorder, cumulative stress, progression of stress, perception protection, spousal and family involvement, officer -involved domestic violence, stress and women in law enforcement, and suicide prevention; and WHEREAS, the FOFR is requesting funds to help pay for the rental of the facility room to host the ROBUST Conference 2024; and WHEREAS, one of the goals of the Police Department is to provide support for first responders; and WHEREAS, pursuant to Section 2-139(a)(2)(A) of the Hawaii County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAIJ that Contingency Relief funds from Council District 5 will be appropriated to the Police Department to provide a grant to the Friends of First Responders for expenses relating to the ROBUST Conference 2024 for first responders and their families. BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 010.101.5101.91 Clerk -Council SVC — Contingency Relief CREDITED TO: 010.201.5215.05 Police Department Training Account 104 Travel/Conferences (Friends of First Responders — ROBUST Conference 2024) $5,000 $5,000 BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Chief of Police and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
