Your Committee on Governmental Operations and External Affairs, to which was referred
Resolution No. 573-24, reports as follows:
Resolution No. 573-24, transmitted by Finance Director Diane Nakagawa via Communication
No. 961, dated July 19, 2024, authorizes the Mayor to enter into an agreement with the State of
Hawai`i Airport Rescue Firefighting Unit(ARFF) pursuant to Hawaii Revised Statutes
Section 46-7, for mutual assistance with the Hawai`i Fire Department in a fire emergency.
This resolution seeks to enter into a Memorandum of Agreement to facilitate joint recruit classes
between the Hawai`i Fire Department and State Airport Rescue Firefighters and clarify their
roles regarding firefighter recruit training.
Hawai`i County Fire Department Battalion Chief Patrick Springer was present in the Hilo
Chambers to comment on and answer questions about the resolution.
Several members spoke in favor of the resolution.
Your Committee on Governmental Operations and External Affairs is in accord with the purpose
and intent of Resolution No. 573-24, and recommends its adoption.
