RE: VETO MESSAGE-BILL 217 (DRAFT 4)
2000 - 2001 OPERATING BUDGET
Pursuant to Section 10-5 of the Hawaii County Charter, I am returning to you Bill 217
(Draft 4), the 2000-2001 Operating Budget vetoed. While I have no objection to the
changes made by the Council, the hiring of a recycling coordinator should not be done at
the expense of our security services.
The need to provide security services at the Keauhou, Kealakehe, Waimea and Hilo
transfer stations requires the veto action. There is no other means of restoring the
necessary funds to keep this program operating without interruption. It is hoped that this
action will give the County the opportunity to pass the original budget proposal. The
hiring of a recycling coordinator can be considered when the Council takes action on the
fund balance.
The transfer stations are now open from 6:30 a.m. to 6:30 p.m. If the security services
are deleted, the transfer station hours will be reduced at Keauhou to 7:30 a.m. to 5 p.m.
and at Kealakehe, Waimea and Hilo to 7 a.m. to 5 p.m., leaving less time for the public
to use the stations before or after working hours.
We are mandated by State permits to provide security at our transfer stations. Deleting
these services will not only result in less security, but will cause great inconvenience to
the public. I urge you to consider the public convenience and the security of our transfer
stations in your deliberations.
