[Tax map parcels: 7-6-021:016 and 017, DISTRICT OF NORTH RONA]. PONC has already added these parcels as priohUes, ic, even prior to recent years' increased documentation and awareness of the very significant concerns about ANY development of these parcels. Since the land's/parcels' acceptance to the list two years ago, we have had additional findings and a proposa I/recommenclation/ru ling from the Cultural Resources Commission stating that 'these land needs to be preserved in perpetuity'. There has been concurrence with the Leeward Planning Commission as well as the Community Development Plan Action Committee, and many others including cultural and historical practitioners who have weighed in with their professional opinions and assessments of the land, i. e., no development or modification of the lands should occur that are not open space positive and protective of the watershed anmon. etc. Every review addressing major concerns with any development on this property and giving it a no. The PONC yes was even granted as a high priority or would never have made the list. Being on the list at all is a priority acquisition. This priority was granted by PONC even with just a fraction of the information and research and reviews that have now been more fully completed inthe past couple ofyears. It is our hope that County Council will honor the appeals and concerns of the public, the petition signers of over a thousand signatures, the feedback and recommendations of all the Committees, Commissions, and groups given agency to provide you/County Council feedback on this issue to preserve this land and protect West Hawai'i and Kona from the damage that would be caused from any development or alteration of terrain or waterways on this land. To properly honor those efforts, that feedback, and the governmental process that you have endorsed tohave this feedback provided to you, pursuing a purchase of these properties would be the best course of action for all parties concerned. It's very important that the County Council actively pursue placing this into conservation and protection to protectKona and the surrounding areas from the many issues that have already been addressed in multiple years. c 1 Rm��m�/ ���� ~ 7 �v�� Purchasing the land to benefit the community and the county and preservation of open spaces and watershed areas as well as the cultural and archaeological resources and endangered species habitat currently on the land would be significantly beneficial to the county and it's residence for years and years to come. The alternate track with Bill 169 would be ill advised to proceed with further until discussions and efforts associated with resolution 561-24 have been exhausted. During the last meeting addressing this issue the developer representative took no position on the matter. Having negotiated many deals myself in the past, 1 would look at that as an opening to proceed to create a situation that results in a win -win, -win... for the county, for the community, for the land and it's inhabitants of endangered species and treasure trove of cultural and archaeological features, and for the Kona 3 LLC partners as they could recoup their cost and then some to move forward to more appropriate, safer, lands to build upon without compromising public safety.or infrastructure and without destroying important cultural and archaeological features and habitats. Resolution 561-24 is great option and would provide a path to healthy, proper solution to the quandary of issues involved with these particular parcels. Thank you for reviewing this issue and considering it for purchase and protection by the county under the provisions of the PONC and an honoring the process that has already been undertaken with all the Commissions, Committees, and those given agency to review this matter.
