Your Committee on Finance, to which was referred Resolution No. 562-24, reports as follows:
Resolution No. 562-24, transmitted by Finance Director Diane Nakagawa, via Communication
No. 943, dated July 9, 2024, authorizes the Mayor to enter into a multi -year agreement with SP County
of Hawaii, LLC, to replace Hawaii County shared -use electric vehicles.
This resolution authorizes the Mayor to enter into a ten-year lease agreement with an approximate
monthly cost of $8,357, to replace the County's disposed shared -use electric vehicle fleet with eight new
electric vehicles.

Committee Chair Matt Kaneali`i-Kleinfelder explained that the Department of Research and
Development requested this measure be postponed to the next Finance Committee meeting due to some
required amendments to the resolution. This measure was postponed to August 6, 2024, with nine
members voting "aye."
Finance Committee Meeting of August 6, 2024
Research and Development Director Douglass Adams, Economic Development Specialist Riley Saito,
and members of Sustainability Partners, Benson Medina and Noel Morin, were available in the Hilo
Chambers to answer any questions.
Mr. Adams provided a brief overview. Mr. Saito and Mr. Morin presented a PowerPoint presentation
via Communication 943.2, dated August 5, 2024.
Committee Member Cindy Evans requested to hear from Managing Director Deanna Sako, who was
unavailable at the time. Ms. Evans stated that she was curious about how this program would work for
the County and renewed her request for Ms. Sako, with hopes to hear her opinion at the next meeting.
Res. 562-24 was amended with the contents of Communication No. 943.1, transmitted by Finance
Director Diane Nakagawa, dated July 1, 2024, which was introduced by Committee Member
Heather Kimball, and approved with seven "ayes," with Committee Members Holeka Goro Inaba and
Matt Kaneali`i-Kleinfelder absent.

Ms. Kimball briefly explained the contents of the amendment, stating SP County of Hawai`i, LLC has
changed its name to Hawai`i Island EV, LLC, and that the cost of the agreement anticipated to be
$100,200 annually for replacing eight vehicles since changed to $86,400 annually for seven replacement
vehicles. Mr. Morin also stated this information during the Powerpoint presentation.
Committee Member Ashley L. Kierkiewicz spoke in support and asked how the department planned to
maintain these vehicles. Mr. Saito stated the program would start with a limited number of cars and due
to the intricate nature of electric vehicles, they believe that as they operate them, they will learn how to
maintain them, and what is required to maintain them will help in the future when the department
decides to increase its fleet of electric vehicles.
Committee Member Susan L. K. Lee Loy requested an impact report and stated that she would like to
see the County move toward induction parking and driving.
Your Committee on Finance is in accord with the purpose and intent of Resolution No. 562-24, as
amended to Draft 2, and recommends its adoption.
