Your Committee on Finance, to which was referred Bill No. 187, reports as follows:
Bill No. 187, transmitted by Finance Director Diane Nakagawa via Communication No. 963, dated
July 19, 2024, amends Ordinance No. 24-32, as amended the Operating Budget for the County of
Hawai`i for the fiscal year ending June 30, 2025.
This bill appropriates revenues in the Federal Grants—Workforce Innovation& Opportunity Act
(WIOA) account ($2,100,00); and appropriates the same to the following 2024-2025 WIOA accounts:
Administration/Planning ($200,000); Adult Program ($800,000); Dislocated Worker Program
($350,000); and Youth Program ($750,000). Funds would be used by the Department of Research and
Development to assist adults, dislocated workers, and youths by providing services that will train
individuals to increase employment, retention, earnings, skills, and literacy.
Research and Development Director Douglass Adams and Economic Development Specialist Clinton
Mercado were available in the Hilo Chambers for questions.
There was no discussion on the matter.
Your Committee on Finance is in accord with the purpose and intent of Bill No. 187, and recommends
its passage on first reading.
