COUNTY OF HAWAII +1 :' ! • STATE OF HAWAII �rF OF•N►'.1� RESOLUTION NO. 59S 24 A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO GOING HOME HAWAI`I FOR ITS HAWAII COUNTY SEQUENTIAL INTERCEPT MODEL REPORT. WHEREAS, Going Home Hawai`i is a 501(c)(3) nonprofit organization created to assist those that have been released from correctional institutions to reintegrate into the community; and WHEREAS, the "Sequential Intercept Model" (SIM) is a tool developed by the federal Substance Abuse and Mental Health Services Administration used to understand the landscape of behavioral health and justice systems, that details how individuals with mental and substance use disorders move through the criminal justice system; and WHEREAS, the SIM is supported by organizations such as the Substance Abuse and Mental Health Services Administration and local entities that focus on behavioral health and justice transformation, which includes Going Home Hawai`i; and WHEREAS, Going Home Hawai`i is requesting funds to assist with consulting fees for in-person meetings and information gathering in Kona and Hilo; interviews, site visits, formal presentation of findings and reports; publishing the final report; and transportation and lunches for meeting attendees, all of which is conducive to maintaining a supportive environment for restoration and recovery, thereby promoting reintegration into the community; and WHEREAS, one of the goals of the Office of the Prosecuting Attorney is to improve the criminal justice system by identifying areas of need and working collaboratively with other criminal justice agencies and the community; and WHEREAS,pursuant to Section 2-139(a)(2)(A) of the Hawai`i County Code, Contingency Relief funds shall be transferred to an accepting County department/agency via resolution identifying the nonprofit organization and the specific program, project, event, activity, service, equipment, materials, or supplies for which the grant shall be used; now, therefore, BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that Contingency Relief funds from Council District 8 will be appropriated to the Office of the Prosecuting Attorney to provide a grant to Going Home Hawai`i for expenses related to its Hawai`i County Sequential Intercept Model Report. BE IT FURTHER RESOLVED that the Council of the County of Hawai`i hereby transfers/appropriates the following amount as set forth below: FUND: General AMOUNT OF APPROPRIATION: $5,000 OUT AND FROM: 010.101.5101.91 Clerk-Council SVC—Contingency Relief $5,000 CREDITED TO: 010.271.5271.02 Office of the Prosecuting Attorney $5,000 Prosecuting Atty OCE 115 Misc. Contract Services (Going Home Hawai`i—Sequential Intercept Model Report) BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this resolution to the Prosecuting Attorney and Director of Finance, and that the Director of Finance is hereby authorized to make the necessary transfers in accordance with the terms of this resolution.
