appreciate the opportunity to voice my concerns regarding the proposed Bill 121. This bill, asyy"ritten, is
poised to have significant and far-reaching effects on our local economy, economic freedoms, and
community well-being. While I understand the intent behind this legislation, 1 respectfully urge the
Council to stall its passage until an independent and comprehensive economic impact study can be
completed and thoroughly reviewed by the public.
Hawaii County is unique in many ways, and any legislation that impacts our economy needs to be
carefully scrutinized. Our tourism sector, in particular, is a vital part of our community and way of life. It
is concerning to introduce any bill that could affect this sector without clearly understanding its
economic implications.
The economic impact study is not just a formality; it is a critical toot that can provide a detailed analysis
of how Bill. 121 could affect jobs, local businesses, and our overall economy. We need to understand the
full range of potential consequences, both positive and negative, before making a decision that could
alter the landscape of our community.
The people of Hawaii County deserve to have all the information available before such a significant
decision is made. Rushing into this without an in-depth analysis would be a disservice to our
constituents, particularly those who may be most affected. Small business owners and local workers
must have their voices heard and their concerns addressed.
Moreover, the public should have ample time to review the findings of the economic impact study once it
is completed. Transparency and public involvement are key to ensuring that any legislation passed is in
the best interest of the community as a whole. By allowing time for public review and discussion, the
Council will demonstrate its commitment to a fair and democratic process.
1 also want to emphasize the importance of making decisions that are informed by data and analysis,
rather than emotions or external pressures. The economic challenges we face are complex, and the
solutions we propose must be equally thoughtful. A rushed decision on Bilt 121 could lead to unintended
consequences that may be difficult to reverse.
By stalling the passage of Bill 121 until the completion and review of the economic impact study, the
Council will be taking a responsible approach. This pause will allow us to gather the necessary
information, engage with the community, and make a decision that is truly in the best interest of Hawaii
County. I

In conclusion, I strongly urge the Council to delay the passage of Bill 121 until the economic impact
study is completed and thoroughly reviewed by the public. Our community deserves a decision -making
process that is transparent, informed, and inclusive of all Hawaii County residents.
