Bill 121 Testimony
Dear council members,
I oppose bill 121 in its entirety. It is poorly written and it appears
the local population with housing and cost of living, this is not it.

This harms the local community and its ecOnomy.
The Big Island relies on tourists to make the community work. If it was not for tourists, local people will be put out of
work or their businesses will suffer. Plain and simple math, the group of people traveling as a family do not want to stay
at a resort in multiple rooms. They want a place that is private and their family can spend time together and make meals
together and make memories together. Impacting the choices or locations of where tourists can stay will limit the
amount of people visiting. Thus creating less tourism dollars on the island. Owners that can not rent their properties
anymore will have to sell their homes and put the cleaners, pool businesses, gardening business and other small
businesses in jeopardy.
Instead of bill 121 we should be allowing owners the flexibility to rent their homes as they see fit regardless of location
for as many days as they want, hosted or not. Create a process for these owners to get permits based on living conditions
and standards. Make the fees relative to the taxes paid or nightly prices charged. Schedule site visits to make sure
everything is being followed to the county guidelines. But taking away an owners rights or changing the game is not
right. All current owners renting should be allowed to do so.
As for the complaints and fines. The county should charge a fee for filing a complaint. I have seen neighbors file
complaints because children were playing in the pool at 2pm in the afternoon. The complaining neighbor uses the
current complaint process to harass their fellow owner that rents. Most of the claims are meaningless and go
disregarded. Complaints should only come if there is a valid police report filed or the attempt to contact the owner has
failed.
There are much better stvr processes and laws in other states. I do not feel the owners of this bill have done their proper
homework to get a bill that helps all parties.
On another note, we should not be sucking up community resources with this bill unless a proper economic impact study
has been done. Then and only then should this bill be heard again which would take into account the findings of the
impact study.
Support property owners rights! You know the ones that pay the property tax bills. Some people need to do what they
need to do to make ends meet.
This bill smells of illegal taking all over it.
