How is this bad penny of a bill continuing to be put forward? testimony is against it Stop! at least until a
real economic study is do ne.This bill can create economic disaster for senior citizens trying to make
ends meet.who is behind this bill all of the council members? your donors? Do your job complete the
study Show why private citizens managing their own property in their own best interests should be
illegal.

Aloha Chairperson Kimball,
Bill 121 will make anyone currently renting unhosted for 30 to 180 days immediately
illegal. As Honolulu found in 2023 when Bill 41 was overturned, this change is an
unconstitutional taking and will result in expensive litigation which Hawaii County will lose.
Anyone who rents a home long term to an on -site host and rents an attached Ohana short
term will immediately become illegal and have no path to register for a permit. Only
homeowners will have the right to rent an ohana to help make ends meet.
Anyone renting a tiny home, yurt, tent, treehouse, camper, or other unique structure will
immediately become illegal and face fines up to $10,000 if caught renting in the future.
With no timeframe for violations to reset, any fines will escalate indefinitely. For example,
aF2,500flnein2024willbecome ]5,000 in 2025 and $10,000 for any further violations.
Please wait for the outcome of the economic impact study before proceeding with Bill 121.
The County Council has yet to identify a significant number of complaints or adverse
impacts from hosted rentals where the owner lives on site.
