APPROVALS OR TIME EXTENSIONS FOR THE ROYAL VISTAS PROJECT
Council Members:
I appreciate your attention to the issues surrounding the development of this p20fticular
site for a small portion, if any, of the affordable housing needed in Kailua-Kona. I submit
that no further approvals nor extensions be granted to this developer toward the
development, the Royal Vistas Housing Project. I thank those of you who have
supported our efforts to preserve this site.
Given the effects that post-COVID inflation has had on both the cost of building
materials and the realistic market values of the end products, how affordable will these
units to be built in an evident flood zone be? Two of Hualalai's seven major drainways
are on or bound the 2 TMKs.
Will the potential liability costs to eventual owners or tenants of these units or to the
Community for emergency services make any prospective units too costly? And what is
the cost for the loss of priceless Hawaiian artifacts?
Will ignoring the request of the CRC that this site remain undeveloped in perpetuity
forever because of the historic trails and ancestral objects present there remain a sad
legacy of this time period for Kona writ large, especially with the knowledge that this site
is so valuable to Hawaiian Heritage that PONC designated the site as a future purchase
of the County, whenever the developer became ready to negotiate its sale? Therefore, I
support the proposed site visit by the Council.
Committing County funds to its purchase will be beneficial long term to the future of the
Big Island as well as free -up the developer to create affordable housing elsewhere,
perhaps a site better situated for walkability.
