I am a 30-year resident in Komohana subdivision, and I oppose the development plans of Kona Three LLC, Royal/Kona Vistas LLC. acreage parcels due to numerous reasons which will negatively affect community safety and quality of life. We are encouraged that Resolution 561-24 was recently passed by Hawaii County Council on 8/7/24 to authorize our Hawaii County Finance Director to enter into negotiations to use PONC funds to purchase the entire acreage from Royal/Kona Vistas LLC., in order to protect this important cultural and environmental area. The County of Hawaii should defer all actions on Kona Three LLC, Royal/Kona Vistas I.I.C. parcels until PONC negotiations are finalized. My objections to allowing Kona Three LLC, Royal/Kona Vistas LLC. to develop these acreage parcels are: • KONA THREE LLC. will NOT add any additional homes to the county's net inventory of affordable housing. • Development is in a floodplain, and the applicant places the lowest -income area at the bottom of the runoff, and provides no mitigation for those living makai. • Previous supportive testimony heard by HCC, was primarily from parties who have profited or plan to profit off this application for development. • Significant testimony has been given by experts who document historical archeological/cultural significance, habitat loss, ongoing water shortages, drought, and wildfire concerns. • These land parcels have been added to HECO's power shut-off wildfire area. • Lack of concurrency required by the KCDP, putting additional strains on infrastructure, including increased traffic jams on HWY's. 19 & 11. • impact on the Kealakehe Wastewater Treatment Plant, currently in violation of the Clean Water Act. • KONA THREE LLC: s project is OPPOSED by: • County of Hawai'i Cultural Resources Commission • County of Hawai'i Kona Community Development Plan Action Committee • County of Hawai'i Leeward Planning Commission • County of Hawai'i Public Access, Open Space, & Natural Resources Preservation Commission (PONC) • Kona Soil and Water Conservation District (funded by the County of Hawai'i R&D Department) • Na Ala Hele Hawai'i Trail and Access Program (DOFAW, DLNR) • Hundreds of residents living and working in Kailua-Kona. I hope all Council members will duly consider all of the above and join the majority of our West Hawaii citizens in opposing this poorly planned development by Kona Three LLC, Royal/Kona Vistas LLC. It is not a good fit for our community, as it causes more problems, and provides few benefits for Kama'aina. Mahalo for all you do for our county, Lisa Diaz
