Aloha,
I am opposed to any extension of the building permit! This permit was issued 40 years ago! M;ny other
developments have happened since putting a strain on the infrastructure. The waste treatment plant is
already overtaxed. The roads and neighborhoods can handle more traffic.
The developer is proposing putting the less expensive houses in a flood plain!! This is a travesty to think
that the least of us should bear the brunt of poor decisions and planning.
Forty years ago, there was little to no regard to preservation of past relics and history. STOP destroying
Hawaii!!
Those in support of this project are mostly developers with no regard to the quality of life in
the area. They are only concerned about making more MONEY!! They do not believe in taking
care of the 'aina.
Reasons I'm opposed:
• There are already 750 multi -family units, including workforce housing that have been approved in
the immediate area.
• Development is in a floodplain, with the applicant intending to place the lowest -income area at the
bottom of the runoff, and providing no mitigation for those living makai.
• Testimony has been given regarding pre- and post -contact archaeological and cultural significance,
critical habitat loss, ongoing water shortages, and drought.
• These parcels are in HECO's power shut-off wildfire area.
• Lack of concurrency required by the KCDP, putting additional strains on infrastructure, including
the "Kona crawl."
• Impact on the Kealakehe Wastewater Treatment Plant, which is already violating the Clean Water
Act by dumping effluent into nearshore marine waters.
The supportive testimony heard was almost exclusively given by those who already have or who
will make money off this application.

• County of Hawai'i Leeward Planning Commission
• County of Hawai'i Public Access, Open Space, & Natural Resources Preservation Commission

Na Ala Hele Hawai'i Trail and Access Program (DOFAW, DLNR)
Volunteer, unpaid Archeologists

Aloha,
I am in support of the bill that my council member, Councilmember Villegas has submitted.
Communication 896.150, which is a request for a special Council meeting to conduct a site visit. A site
visit would allow the full Council to see for themselves how important preservation of this land truly is, for
all the reasons listed below and why this project is opposed.
This project is OPPOSED by:
• County of Hawai'i Cultural Resources Commission
• County of Hawai'i Kona Community Development Plan Action Committee
• County of Hawai'i Leeward Planning Commission
• County of Hawai'i Public Access, Open Space, & Natural Resources Preservation Commission

Council would also be able to see how drastically the project would impact the
surrounding area.
Some Council members mistakenly believe that this project will helps alleviate our
current affordable housing crisis. It does not. A study by Keyser Marston Associates
shows that each new development creates a demand for additional affordable homes. A
ratio of 20% affordable to 80% market rate units only just meets the number of
inclusionary affordable units FOR THAT PROJECT.
