The message the majority CountyCounniihoaeanttothepeop\aofKbnoiathetthepnocoeedoeanot
matter. The delay and concerns for the east side County Council members have now opened itupfor
discussion so that every moku of this istand can chime in on what happens in Kona. This h]ndinnot fit for
development, period, whether affordabte or not.

imagine a tsunami comingthrough again and identifyingthe non-existent functional routes after several
f8i\Sdevacuations where the roads came tO8dead stop. Identify all. the gated communities that block
up vital pathways Uptothe mountain. Residents onAU'i Drive could not get out of their d[iV8Vvoyo during
evacuation. Kahakai School. students wouid be trapped. The Police ordered peopte to run for the hills in
2007. It didn't even enter the local news to reflect the on -the -ground experience, and no sirens were
turned on for alert. When there are accidents on Mamatahoa Hwy, our residents must make a 30-45
minute detour to pick up their kids from Hotualoa School. or return home. This is where I tived for four
generations. These are the facts we face daily, and for decades, we have addressed the same issues in
our community testimonies around infrastructure and floodways for three generations. Yet we continue
to pass development that is not afforclabte and unsafe, gate up our roadways for offshore investors, and
push Kona residents off the istand, as affordable housing for Kona was never a concern. The west side of
our island iathe cash cow for Hawai'i Istand and remains in this manner with majority voting patterns.
As climate change occurs, our local. weather patterns have changed significantly due to lava flow (which
changes rain patterns inKOn8\'[GiDf8iLand hurricane patterns, which have 8different spin and have
been bringing south winds iotek/. Supporting development without open space inflood areas with
sensibte essential. urban planning and community knowledge creates probtems impacting thousands of
people. Three targe mountains have tong protected Kona, yet we have seen patterns drasticatty change in
recent history. More floods in recent years have destroyed homes from North to South Kona. This TMIK

We hope to see a change in how our County Council. members view this issue and respect Kona
residents and organizations putting forward their credible recommendations.

not bad or destructive to our properties and coral reefs.

HULI PAC futly supports Comm. 896.150. A site visit to the Kona Three TMK and reviewing past flood
records and videos of Kona are essentiat. As climate change occurs, our tocat weather patterns have
