Aloha Hawaii County Council Members,

I urge you to deny Kona Three LLC request for zoning, permit and continued extension for dev6topment
on the specified parcels.
Additional density and development in this area and on these lands will most assuredly create lingering,
immediate and multigenerational problems. Waterways and watershed issues are both significant and
dangerous. Federally protected habitats for endangered species wilt be extremely compromised if not
completely destroyed. Infrastructure issues across all aspects of public and private services and
categories will be ubiquitous, costly and dangerous. Allowing any development on these lands will prove
very, very costly to our taxpayers and to the County of Hawai'i. There is simply no reason and no bonafide
evidence that any net positive, affordable housing solutions would be realized from development in this
area.
Over the past several years, the community (West Hawai'i not just directly neighboring communities) has
documented and strongly expressed concerns regarding a multitude of issues. The Committees and
Commissions, including but not limited to: Leeward Planning Commission, Kona Community Plan
Action Committee, Hawai'i Cultural Resources Commission (CRC), environmental, assorted officials
and experts have also raised the red flags with profound concerns about any development in this area on
these lands.
If our committee system and government protocol and processes hold anyvalue, respect or standing at
all, the County Council necessarily must vote'no' to any further consideration inclusive of any
extensions for any development in this area. PONC and the County Finance Director have already been
given the green tight to proceed with purchase and preservation which is in line with the CRCs
assessment that these lands should be preserved in perpetuity. (Please read the CRC full report, review
the footage of the meeting that led them to this clear, strong recommendation to County Council and to
Leeward Planning Commission, etc.).
If there is ANY further thought or consideration to proceed in granting these'favors' to the Kona Three
partners, serious review of the land and issues MUST be undertaken inclusive of site visits and additional
engineering and environmental reviews [Viltegas Communication 896.150].
Nothing should ever be considered without complete mindfulness and acceptance by Council Members
to "own" as their Council and personal legacy any and all damage and costs that would result from
proceeding in any way with destruction of this land, breaching of significant water flows, loss of habitat
and destruction of cultural, historical, and archaeologically important attributes, massive and
unacceptable infrastructure strain. C°

Please listen to the public, the 1000 plus parties that have signed the petition in opposition, your own
Hawai'i County Agencies, Committees, and Commissions and close the door on extensions and further
consideration ofdevelopment onthese high risk, low tonoreward lands.
