RESOLUTION NO. 6ZO 24
A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT
AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A
DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE BIG ISLAND
RESOURCE CONSERVATION AND DEVELOPMENT COUNCIL TO ASSIST WITH
EXPENSES RELATING TO THE 2024 HAWAIJ ISLAND VETERANS DAY PARADE.
WHEREAS, the Big Island Resource Conservation and Development Council
(BIRCDC) is a 501(c)(3) nonprofit organization that supports the economic, cultural, and natural
environment of Hawaii Island through sponsorship of festivals, programs, and special events
unique to this island; and
WHEREAS, BIRCDC is working in partnership with the Hawaii Island Veterans Day
Parade Committee to honor all veterans in Hawaii County by assisting with the coordination of
the 2024 Hawaii Island Veterans Day Parade, which will be held in Hilo on November 9, 2024;
and
WHEREAS, BIRCDC is requesting funding assistance for the electronic signage for
road closures and a fiscal sponsor fee to help cover the necessary expenses to conduct the parade;
and
WHEREAS, the Department of Liquor Control supports organizations and programs that
are in keeping with the goals and objectives of the department to support drug -free and alcohol -
free events for the community; and
WHEREAS, pursuant to Section 2-139(a)(2) of the Hawaii County Code, Contingency
Relief funds shall be transferred to an accepting County department/agency via resolution
identifying the nonprofit organization and the specific program, project, event, activity, service,
equipment, materials, or supplies for which the grant shall be used; now, therefore,
BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAVI that
Contingency Relief funds from Council District 2 will be appropriated to the Department of
Liquor Control to provide a grant to the Big Island Resource Conservation and Development
Council to assist with expenses relating to the 2024 Hawaii Island Veterans Day Parade.
BE IT FURTHER RESOLVED that the Council of the County of Hawaii hereby
transfers/appropriates the following amount as set forth below:

BE IT FINALLY RESOLVED that the County Clerk shall transmit a copy of this
resolution to the Director of Liquor Control and Director of Finance, and that the Director of
Finance is hereby authorized to make the necessary transfers in accordance with the terms of this
resolution.
