PUBLIC ON AGENDA ITEMS: (There were none.) BILLS FOR The Acting Chair directed the Committee to proceed to the next order of business, ORDINANCES: Bills for Ordinances. Bill 185: AMENDS CHAPTER 24, ARTICLE 10, DIVISION 6, SECTION 24-288. 1, SCHEDULE 36.1 OF THE HAWAPI COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO ACTIVE LOADING AND UNLOADING ZONES Adds a portion of Akom Pule Highway approximate to Holy Bakery Road, to designate an area for distribution of consumer goods to patrons and neighboring businesses. Reference: Comm. 945 Intr. by: Ms. Lee Loy (B/R) PCIA- 14 August 6, 2024 Motion to Approve: Ms. Kagiwada moved to recommend passage of Bill 185 on first reading. Seconded by Ms. Galimba. CHR. LEE LOY: Ms. Evans, this is a project in your district, would you like to lead the discussion? MS. EVANS: Yeah, thank you. You know, I'm really supportive. I know that working with Public Works, they have been very focused on coming out into the district and looking at the highway. Soon, we should have another bill in front of us because there was a transference of a State highway to the County and vice versa. The County took over Akoni Pule Highway not too long ago from the State, and the State took over —the highway that goes through Waimea is now a State highway. So, coming out and learning about Akoni Pule Highway and the nuances of what's going on there, we're going to be seeing a couple more coming in front of the Council. So, I ask for your favorable support and appreciate that we're dialing in on this particular highway. Thank you, I yield. CHR. LEE LOY: Alrighty. Thanks, Ms. Evans. (Note: At this time, Public Works Deputy Director Mafia Kekai came forward to address the members of the Committee.) MS. KEKAI: Good morning, Mafia Kekai, Deputy Director of Public Works. I'd just add, you know, we went out there, we got a request from a community member. We went out there to review the situation and make an assessment and the assessment came back that we should add the loading zone for both the businesses and the residents of the area to be able to access the services. Page 2 PCIA-14 August 6, 2024 Bill 186: AMENDS CHAPTER 24, ARTICLE 10, DIVISION 5, SECTION 24-280, SCHEDULE 28 OF THE HAWAI`I COUNTY CODE 1983 (2016 EDITION, AS AMENDED), RELATING TO NO PARKING AT ANYTIME Prohibits parking alongside two portions of Kalapana-Kapoho Beach Road from (1) a point 320 feet southwest of Pohoiki Road and extending 165 feet in the southwesterly direction; and (2) 693 feet southwest of Pohoiki Road and extending 241 feet in the southwesterly direction. Reference: Comm.962 Intr. by: Ms. Kierkiewicz Motion to Approve: Ms. Kierkiewicz moved to recommend passage of Bill 186 on first reading. Seconded by Ms. Galimba. CHR. LEE LOY: Ms. Kierkiewicz, please lead our discussion. MS. KIERKIEWICZ: Thank you, Chair. In March of this year, I had `ohana that live in the Pohoki area near Isaac Kepo`okalani Hale Beach Park reach out to our office because a lot of folks are really curious about visiting this particular area of our community, parking haphazardly throughout the area actually blocking access for families that live in the vicinity. So, there has been also some confrontations. We've had to get law enforcement involved but at the end of the day, it really comes down to the need to have signage noting that no parking is allowed in this particular area so that there is something that can be enforced. So, I want to just take a moment to thank my Legislative Aide, Ku`uhiapo Jeong, who worked really diligently with Aunty Lena Carver and the Kuamo'o `ohana, who have generational ties to Pohoki to identify where the problematic areas were. We provided that illustration to the the Department of Public Works and they used that to conduct their analysis and determine where it would be best to install these no parking signs. The signs have been installed and so today, the bill is a formality to just ensure that we are following the processes laid out in our Code. So, I just want to take a moment to also acknowledge Rizalino and the Director and Deputy for all of their support in helping to coordinate this request. The community has an issue and we all kind of work together to resolve it. So, I appreciate everyone's kokua on this one. Thank you, Chair. CHR. LEE LOY: Alrighty, Ms. Kierkiewicz. Anything else?
