G23 Z4 <br />A RESOLUTION TRANSFERRING/APPROPRIATING AN APPROPRIATION OUT <br />AND FROM A DESIGNATED FUND ACCOUNT AND CREDITING SAME TO A <br />DESIGNATED FUND ACCOUNT TO PROVIDE A GRANT TO THE NORTH HAWAI`I <br />HERITAGE FOUNDATION FOR THE 2024 HAMAKUA SUGAR DAYS FESTIVAL. <br />WHEREAS, the Honoka`a Heritage Center (HHC) is a subordinated unit of the North <br />Hawaii Heritage Foundation, a 501(c)(3) nonprofit organization; and <br />WHEREAS, the North Hawaii Heritage Foundation was established in 2021 to house <br />the relocated HHC, whose mission is to collect, research, preserve, celebrate, and teach the <br />history and heritage of the people and cultures of North Hawaii; and <br />WHEREAS, HHC will commemorate the 30th anniversary of the closing of the last local <br />sugar plantation at the 2024 Hamakua Sugar Days Festival. The festival will celebrate the <br />lifestyle, culture, and traditions of the Hamakua sugar plantation workers and their families and <br />honor the sugar plantation's history, and its legacy of an industry that shaped the Hamakua <br />region and its people; and <br />WHEREAS, this unique and enriching experience scheduled for October 5 — 20, 2024, <br />will showcase and celebrate the multi -cultural diversity of the community while providing <br />educational and authentic experiences for attendees, and contributing to the economy for the <br />region; and <br />WHEREAS, the North Hawaii Heritage Foundation is requesting funds for security <br />services, audio, visual and communication equipment, a bandstand, tables, chairs, tents, and <br />portable lua; and <br />WHEREAS, one of the goals of the Department of Parks and Recreation is to provide <br />events and activities that address the needs and interests of our diverse communities; and <br />WHEREAS, pursuant to Section 2-139(a)(2)(C) of the Hawaii County Code, <br />Contingency Relief funds shall be transferred to an accepting County department/agency via <br />resolution identifying the nonprofit organization and the specific program, project, event, <br />activity, service, equipment, materials, or supplies for which the grant shall be used; now, <br />therefore, <br />BE IT RESOLVED BY THE COUNCIL OF THE COUNTY OF HAWAI`I that <br />Contingency Relief funds from Council District 1 will be appropriated to the Department of <br />Parks and Recreation to provide a grant to the North Hawaii Heritage Foundation for the 2024 <br />Hamakua Sugar Days Festival. <br />
